Mayor Steven Berman, Gilbert

Mayor Steven Berman, Gilbert, Chair
Steven M. Berman was elected to his third term as Mayor of Gilbert in March of 2005. Mayor Berman previously served on the Gilbert Town Council from 1987-1993.

Mayor Berman serves on numerous boards and commissions, including the executive committee of the Arizona League of Cities and Towns. He is also the chairman of Williams Gateway Airport Authority and currently serves on the Greater Phoenix Economic Council, Arizona Municipal Water Users Association, Maricopa County Transportation Policy Committee and the Maricopa County Association of Governments.

Mr. Berman’s professional experience includes over 20 years in the telecommunications industry, including executive positions with US West, Qwest and Westel.

Mayor Berman is an Arizona native and has lived in Gilbert since 1981. He is a former captain in the United States Army and holds a bachelor’s degree from Arizona State University.

Councilmember Ron Aames, Peoria

Councilmember Ron Aames, Peoria
Councilmember Ron Aames joined the Peoria City Council on Jan. 2, 2007 as the representative of the Palo Verde District. He was elected to a four-year term in November 2006. His goal is to champion the needs and wishes of his fellow citizens in the PaloVerde District and Peoria.

Ron and his wife Jacqueline, who is a college professor and writer, moved from out-of-state to Peoria in August 2002. They both love the variety and wonderful climate of the Valley of the Sun. They have a large extended family in the Northwest Valley.

Educationally, Aames has a background in planning and city development, areas he anticipates will benefit him in his work as a councilmember. His degrees include a Ph.D., which focused on urban development, from the University of Wisconsin-Madison, and a Master’s from California State Polytechnic University-Pomona (Cal Poly Pomona), which focused on transportation planning.

In business, Aames has been a corporate executive for hi-tech, banking, and marketing companies. In the marketing area, he was a managing consultant for eight years for The Gallup Organization, where his clients included federal government agencies. He worked for Gallup for two years after moving to Peoria, traveling frequently to Washington, D.C. to meet with clients. Aames currently is an independent marketing consultant.

Kent Andrews, Assistant Community Manager, Salt River Pima-Maricopa Indian Community

Mr. Kent Andrews, Assistant Community Manager, Salt River Pima-Maricopa Indian Community
Mr. Andrews currently serves as Assistant Community Manager for the Salt River Pima-Maricopa Indian Community. In this position, Mr. Andrews serves the Community in several different capacities, working directly with the Community Members, Employees and Department Directors, Administration and the Tribal Council. In this capacity Mr. Andrews has direct supervision over the technical departments within the Community government; these departments include the Community Development Department; Engineering & Construction Services; Public Works; and Transportation.

Prior to working with the Salt River Pima-Maricopa Indian Community, Mr. Andrews compiled more than 25 years of technical experience working with a host of engineering and consulting firms throughout the Valley.

Mr. Andrews is a lifelong resident of the Salt River Pima-Maricopa Indian Community, actively participating in all Community functions and events. Mr. Andrews participates in youth and adult sports activities, community awareness meetings, education, strategic planning, and Community event coordination.

David Martin Mr. David Martin, Citizens Transportation Oversight
Committee (CTOC)

David Martin is currently the president for the Arizona Chapter Associated General Contractors of America (AGC). The AGC represents highway, heavy and utility contractors throughout the state. Membership includes large and small construction companies as well as suppliers and service providers to the construction industry.

David served as treasurer for the Yes on 400, the business coalition that spearheaded the campaign to extend the sales tax for transportation in Maricopa County. He was instrumental in creating the legislative framework surrounding the transportation plan and campaign. Recently, David was appointed to Governor Napolitano’s Council on Workforce Policy. He was appointed to serve on the Governor’s Air Quality Strategies Task Force under Governor Symington and Governor Hull and chaired the subcommittee on particulate matter. He served on the Maricopa Association of Governments Air Quality Technical Advisory Committee, Maricopa County’s Regional Transportation District Guidance Committee, and was the vice president of the Public Affairs Professionals of Arizona. He is a trustee to numerous labor/management Trust funds.

Civically, he has been involved on numerous funding campaigns for the Diocese of Phoenix and his parish. He is also on the board of directors for the Juvenile Diabetes Research Foundation.

Prior to his employment at AGC he served as Deputy Director of the Arizona Rock Products Association as the chief lobbyist for the organization. He also worked as a majority leadership policy advisor for the Arizona House of Representatives under Speaker Mark Killian and specialized in transportation and air quality issues. David graduated from Arizona State University with a Bachelors of Science Degree in Political Science.

Councilman Gail Barney, Queen Creek Councilmember Maria Baier, Phoenix
Maria Baier joined the City Council in 2008 following her election to a four-year term. In addition to raising her two 12-year-old daughters, Elizabeth and Christiana, Maria Baier currently is consulting in the area of sustainability through her own LLC. From 2004 through 2006, she served as president and CEO of Valley Partnership, an organization with nearly 600 member businesses and organizations founded to “advocate responsible development” in the Phoenix metropolitan area.

Prior to her tenure with Valley Partnership, she served as the Conservation Finance and Marketing Director for the Arizona Field Office of the Trust for Public Land (TPL) a 34-year-old national non-profit land conservation organization, where she assisted in the research, development and/or implementation of several land conservation ballot measures as well as 25 conservation transactions in all corners of the state.

Prior to her employment with TPL, Maria enjoyed a ten-year tenure with the Arizona Governor’s Office, where she served in various capacities, including speech writer, press officer, and policy advisor for criminal justice, growth, environment and natural resources. She has also served as the public information officer for the Arizona Attorney General’s Office and worked as an independent contractor with the San Francisco Examiner.

Maria serves on a number of public committees, including the Agricultural Protection Commission (as vice chair), the Growing Smarter Oversight Council and the Conservation Acquisition Board. She also is a board member of the Phoenix Zoo, Arizona League of Conservation Voters, the Arizona Advisory Committee for the Trust for Public Lands, Conservation Campaign and serves on her parish council.

She received her bachelor’s degree from Arizona State University and her law degree from the University of Arizona. Maria is 46-years-old, native Phoenician and member of the Arizona State Bar. She resides with her husband, Christopher, and daughters in Phoenix. In addition to spending time with her family, Maria enjoys nearly every form of outdoor recreation.

Gail Barney was appointed to fill a vacancy on the Town Council during the 2002 election. He served on the Planning and Zoning Commission from 1998 to 2002. Barney is currently chair of the Police Services Task Force and the 15th Anniversary Planning Committee. He also serves on the Sister Cities Commission and the Budget Committee. Barney is Queen Creek’s liaison to Pinal County and is the community’s representative on the Central Arizona Council of Governments (CAAG) and the Pinal County Alliance.

Barney earned an A.A. from Mesa Community College and a B.A. from Arizona State University. He is an Eagle Scout. As a lifelong Queen Creek resident, he operates his family farm in the community.

Steve Beard is Managing Partner of S. R. Beard & Associates (SRBA).  SRBA is a national transportation planning and project management company with headquarters in Phoenix. Other offices and staff are located in Texas, California, and Florida. The firm works with government agencies on bus, rail, highway, and airport projects. Steve served as an Army infantry officer and helicopter gunship pilot in Vietnam.  He has a bachelor’s degree in Aviation Management from Auburn University and a master’s degree in Urban Planning from Florida State University.  Steve has been active in community and business issues in the Phoenix area for almost 20 years. He has served on the Board of Directors for the Tempe Chamber of Commerce and the Greater Phoenix Chamber of Commerce. He is a deacon in the Catholic Church.

David C. Berry is the Vice President of Phoenix based Swift Transportation, the nation’s largest Truckload Carrier. Mr. Berry is a graduate of the University of Arizona with a bachelor’s degree in finance. He has been a resident of Phoenix for 42 years and is an active member of the transportation industry. He serves as Director of the American Trucking Association (ATA) and Chair of the ATA Tax Policy and Communications committee. Other transportation activities include serving as Director of the Western Highway Institute, Chairman of the Arizona Highways Users Association, Director of the Arizona Chamber of Commerce, and member of the Governor’s CANAMEX Trade Corridor Task Force.

Jed Billings has been CEO of FNF Construction, Inc. for the past 15 years. His firm is currently involved in active transportation projects in Arizona, New Mexico and California. For the past four years, FNF Construction, Inc. has been ranked as the number one heavy highway contractor by the Arizona Business Journal. Mayor James Cavanaugh, Goodyear
Mayor Cavanaugh is a former commissioner on Goodyear's Planning and Zoning Commission and a real estate broker business owner of Cavanaugh Realty, with his partner and wife. He is a retired Air Force Colonel, having served 30 years in command, management, and missile operations positions. He possesses a bachelor of science and a master of business administration. In March of 2004, Jim was elected to his first term as Mayor of Goodyear and in March 2006, he became the first four-year term Mayor of the city. He has been invited to participate in two statewide Arizona Town Halls, serves on the National League of Cities' Transportation Infrastructure Committee, the Governor's Military Affairs Advisory Council, the League of Arizona Cities & Towns Executive Committee, the WESTMARC Board Executive Committee, and is currently the MAG Regional Council Chairman.

Mayor Boyd Dunn, Chandler

Mayor Boyd Dunn, Chandler
Mayor Boyd W. Dunn has served as a member of the Chandler City Council since 1994 as Councilmember, Vice Mayor and Mayor. He was elected Mayor in 2002. Dunn, a 25-year resident of Chandler, has a Chandler law practice in family law and has served on several boards and commissions, including the East Valley Behavioral Health Association, East Valley Partnership, United Food Bank (Honorary Advisory Board Member), Child Crisis Center Advisory Committee, Chandler Airport Commission, and seven years as a member and Chairman of the Planning and Zoning Commission. He was a charter member of the Downtown Chandler Community Partnership (DCCP).

Mayor Dunn has had a significant leadership role on a regional basis. He serves as Vice President on the Executive Committee of the League of Arizona Cities and Towns and is a member of the Board of Directors for the Greater Phoenix Economic Council. He is the current President of the Arizona Municipal Water Users Association.

As a member of the Transportation Policy Committee of the Maricopa Association of Governments, he was instrumental in the development of the first Regional Transportation Plan approved by the legislature and signed by the Governor. He also was named to the Regional Task Force on Quality Workforce Housing - a regional group established to address the issues affecting the affordability and availability of workforce housing.

Mayor Dunn has a Bachelor’s Degree in political science and a Juris Doctorate from Arizona State University and is a life member of the ASU Alumni Association. In September 2004, he was named to the class of 2004-05 Community Fellows program at ASU. He was admitted to the State Bar of Arizona in 1979, is a member of the Christian Legal Society, and is a member of the Board of Directors of the Phoenix Council Navy League.

He is married to Nancy, a professor at Maricopa Community Colleges and a Captain in the U.S. Naval Reserve and a Gulf war veteran. They have two teenage sons, Andrew and Kevin.

Mayor James Cavanaugh, Goodyear

Victor Manuel Flores
A second generation Arizonan, Victor Flores was born in the mining town of Ray and raised in the mining community of Winkelman. He graduated from Hayden High School and received a Bachelor of Science degree in Construction Engineering from Arizona State University in 1976.

Victor’s professional career began as a design engineer at the same ASARCO copper smelting plant where his father, Joaquin, worked for more than 35 years. While construction and engineering have been integral to his professional life, Victor ventured into other areas as well. In the past, he was a partner in a small commercial contracting firm; he also owned and operated a retail bakery in the Town of Guadalupe. Currently, Victor works in the field of public policy, serving as a Senior Government and Community Relations Representative with the Salt River Project (SRP).

Responsibilities include at the State level, monitoring and analyzing proposed and pending legislation affecting water and power interest. At the local and Indian Community level, it entails keeping the pulse on proposed ordinance and code changes that might likewise affect SRP interests. Develop new and nurture existing relationships with all levels of municipal, state, federal and Tribal organizations, including elected officials.

Regardless of his job description, Victor always maintained a strong desire to participate in civic matters. He was an elected member of the Hayden-Winkelman School District Governing Board; served as President of the Guadalupe Chamber of Commerce; and as a member of the City of Phoenix Industrial Development Authority, the Private Industry Council; the boards of Valle del Sol, the Arizona Hispanic Chamber of Commerce and the ASU Alumni Association.

Victor is a graduate of Valley Leadership, Class XXIII. Currently, he is on the board of the Valley of the Sun United Way, President of the Arizona-Mexico Commission board of directors, and serves as a member of the Arizona Housing Finance Authority and the Arizona Center for Public Policy Advisory Council (ThinkAZ), a think tank.

Victor resides in Phoenix with Lisa his wife and daughter Elena.

Mayor Hugh Hallman, Tempe

Mayor Hugh Hallman, Tempe
Hugh Hallman was elected Mayor of Tempe in the March 2004 primary election and served on the City Council from 1998 to 2002. He is a longtime activist, volunteer and lifelong resident of Tempe, where he resides with his wife, Susan, and their three sons.

Mayor Hallman’s educational background includes a law degree from the University of Chicago and Bachelor’s degrees in economics and political science from Claremont Men’s College. He is an economist and practicing business law attorney in Tempe.

One of the Mayor’s passions outside of Tempe is his partnership with the Kazakh-American Free University, which he helped found, and where he has taught business law and economics. He has written several texts and books, including the English language text, “How to Do Business in Kazakhstan,” and the Russian language text, “How to Do Business in the United States,” published in 1999, with a second edition published in 2004.

As a community volunteer, Mayor Hallman has devoted time to local charities like East Valley Habitat for Humanity, Assistance for Independent Living and Tempe Community Action Agency.

Mr. Kane is Executive Vice President and Chief Operating Officer of DMB Associates, Inc., a locally-owned and operated real estate development firm based in Scottsdale, Arizona, with real estate holdings that include commercial developments, master planned communities and recreational resort properties in Arizona, California, Hawaii and Utah. Mr. Kane provides strategic guidance with respect to the Company’s operations, with particular focus on the Company’s land use entitlement and zoning matters, and oversight of legal and risk management matters.

Prior to joining DMB in 1998, Mr. Kane was a founding partner of the Phoenix-based law firm of Kane Jorden von Oppenfeld Bischoff & Biskind, P.L.C. Focusing in the areas of real estate, land use, planning, zoning and redevelopment, he provided strategic and legal guidance to a variety of major real estate development firms on entitlement and development issues.

Mr. Kane holds an undergraduate degree from the University of Santa Clara and received his Juris Doctorate from Hastings College of Law at the University of California, and is a member of the Maricopa County and American Bar Associations and the State Bar of Arizona. He has served on numerous commissions and advisory groups, including the State Land Conservation Advisory Committee, Phoenix Arts Commission, the City of Phoenix Design Review Task Force and the North Mountain Village Planning Committee, and has been a member of Valley Partnership’s board of directors. Since its inception in 2002, Mr. Kane served on the Transportation Policy Committee of Maricopa Association of Governments.

Mayor Marie Lopez-Rogers, Avondale

Mr. Felipe Zubia, Arizona Department of Transportation
Felipe is a member of the Arizona State Transportation Board, having been appointed to a six-year term by Governor Napolitano in 2006.

In addition to serving on the MAG Transportation Policy Committee, Mr. Zubia also serves as a representative of the MAG Regional Council, representing the Arizona Department of Transportation on transportation issues.

Mr. Zubia is currently employed as Director of Entitlements with DMB Associates, where he is responsible for day-to-day oversight, management and implementation of strategic goals of the Entitlement Department in Arizona and Hawaii. He has been involved in projects ranging from large, master-planned communities to high-density urban infill projects. As a land use planner, Mr. Zubia has been involved in various milestone planning efforts in various cities throughout Arizona, including Tucson, Peoria and Avondale.

Mr. Zubia previously served on the Arizona Real Estate Advisory Board, is an active member in the American and Arizona Planning Association and is a member of the American Institute of Certified Planners.

Mr. Zubia graduated from the University of Arizona in 1994, and holds a bachelor’s degree in Regional Development. He minored in economics.

Mayor Marie Lopez-Rogers, Avondale

Mayor Jackie Meck, Buckeye
Jackie Meck was recently elected to a four-year term as Buckeye Mayor.  A Buckeye native, Meck has served previously as Town Mayor from 1973 to 1975 and as a member of the Town Council from 1968 to 1975 and from 2002 to 2006.

The retired general manager of the Buckeye Water Conservation and Drainage District, Meck has also served on the Board of Directors of the Greater Phoenix Economic Council and WESTMARC, is a past president of the Buckeye Valley Chamber of Commerce and is a member of the Gila River’s El Rio Restoration Project Executive Committee.

Meck is a past chairman of the town’s Pioneer Days Celebration, and is a member of the Buckeye Elks and Lions Clubs, the Buckeye Valley Museum, the West Valley Fine Arts, the Phoenix Art Museum and Heard Museum.

Meck and his wife of 47 years, Verlyne, have three grown children and four grandchildren.

Marie Lopez Rogers was appointed Mayor of Avondale in January 2006 and has served as a Councilmember since January 1996. The Mayor was appointed by Governor Janet Napolitano to the Arizona Rides Council; serves on the Governor’s Statewide Youth Development Task Force; and the Attorney General’s Latino Community Justice Council. She also serves on the Maricopa Association of Government’s (MAG) Regional Council; the MAG Transportation Advisory Council; is Vice Chair of the MAG Human Service Coordinating Council; is Board treasurer of the Regional Transportation Planning Authority (RTPA); and was recently appointed to the Arizona League of Cities & Town Executive Committee.

At the national level, Mayor Rogers was on the Board of Directors for the National League of Cities and now serves on the NLC Advisory Council, is the Board treasurer of the Hispanic Elected Local Officials, and Past President of Women in Municipal Government.

Mayor Rogers is the first Latina Mayor in Avondale and grew up in the farm labor camps around the city. She has been married 37 years, has three sons, six grandchildren, and of course, loves NASCAR racing!

Mayor Mary Manross, Scottsdale
Mayor Mary Manross served on the Scottsdale City Council from 1992 to 2000 before she was elected Mayor. She currently sits on the MAG Regional Council and Executive Committee, holding the office of Treasurer. Mayor Manross has a bachelor of science degree in political science and a teaching credential. Among her areas of interest are neighborhood and redevelopment issues, as well as  preservation of the McDowell Mountains and Sonoran Desert. Mayor Manross has served on numerous committees, including the Scottsdale Parks and Recreation Commission, the Planning Commission, and as Vice Chair of the Scottsdale Bond Committee. She has also represented the community at the state and national level by serving on the Governor’s Task Force on Urban Planning, the Arizona Town Hall, and the National League of Cities Transportation, Infrastructure and Services Steering Committee. Mayor Manross also participates in the Art Masterpiece Program and as the legislative liaison for the Parent Teacher Association.

David Scholl, Westcor

Mr. David C. Scholl
A 37-year resident of Phoenix, David Scholl was associated with Westcor for 24 years as a senior vice president of development.

Scholl is active in many aspects of the shopping center development industry. He is a member of the International Council of Shopping Centers (ICSC) and Urban Land Institute (ULI). Scholl serves on the steering committee of the Arizona District Council of ULI, a member of the Arizona ICSC Government Affairs Committee, and serves on the Board of Valley Partnership.

He earned his Bachelor of Science Degree from the University of Arizona and master’s degree from Arizona State University. After graduating from the UofA, Scholl worked one year with Coldwell Banker in Phoenix as a broker-trainee. In 1984, he joined Westcor in the arena of income property acquisition.

Scholl and his wife, Cindy, have three children. His leisure activities include golf, skiing, biking and volunteering for his church and the University of Arizona Foundation. He serves on the board of Summit Adventure, a Christian mountaineering group.

Mayor Elaine Scruggs, Glendale
Mayor Elaine Scruggs, City of Glendale, is an active participant in regional and statewide issues. She served as Chair of the MAG Regional Council from 1996 to 1998. During that time, she led the effort to re-prioritize $500 million of transportation funds to accelerate freeways and put unfunded freeway segments back on the Regional Freeway Plan. Also as Chair of MAG, Mayor Scruggs led the effort to re-engineer the MAG policy-making process.

She Chairs the Regional Aviation System Policy Committee and was Vice Chair of the MAG Transportation Subcommittee. She previously served as President of the League of Arizona Cities and Towns and was appointed by Governor Jane Hull to serve on the Arizona Municipal Tax Code Commission. Mayor Scruggs serves on both the Arizona Military Airport Preservation Committee and the Governor’s Military Facilities Task Force.

She helps to foster the positive development of youth by actively participating in committees, and fosters leadership through programs at Glendale University. Mayor Scruggs’ business career included highly specialized management assignments within the communications industry. In 1998, she was honored as one of the Top 100 Arizona Women.

Mayor Elaine Scruggs, Glendale

Mayor Lyn Truitt, Surprise
Lyn and his wife, Donna, moved to Surprise in 1997. They have two children and three grandchildren. Donna has worked at the Dysart Unified School District since 2000 and daughter-in-law, Nicole, is a music teacher in the District.

Lyn has been a self-employed businessman for the past 30 years. As national training consultant for a contract delivery systems company, he trained entrepreneurs in small business ownership, management and operations. Lyn is currently owner/broker of L.E. Truitt & Associates Real Estate Consulting and a Certified International Property Specialist.

Over the years, Lyn coached a youth soccer team to two City of Phoenix titles, obtained three scuba diving certifications and served as Crew Chief on a hot air balloon team.  He traveled to England as part of a Christian outreach opportunity and considers himself a life-long learner, taking classes ranging from Greek to photography.

Lyn is a graduate of Leadership West, Class IX and his commitment to effective and ethical leadership is demonstrated through participation in neighborhood and community initiatives, support for quality education, a willingness to volunteer and dedication to our City and residents.

Participation in neighborhood and community initiatives includes leadership on the Coyote Lakes HOA and work on various community initiatives.  He was presented the Arizona Golden Rule Award for volunteerism by Secretary of State, Jan Brewer. Lyn is active with the Salvation Army Board, organizes an annual drive for St. Mary’s Westside Food Bank, and serves on the Board of West Valley Art Museum.

His support for quality education includes service on committees that worked to pass school bond issues, membership on the Dysart Tax Credit Committee, Chair of the Dysart Wall of Unity Committee and the Community Advisory Team Board.

Lyn’s passion for our community is evidenced by successful campaigns to reduce the restaurant tax in Surprise, improve Bell Road and preserve areas around Luke Auxiliary Field 1.  He served as Surprise Planning & Zoning Committee Chair.

Supervisor Don Stapley , Maricopa County

Supervisor Max W. Wilson, Maricopa County
Max W. Wilson was elected to the Maricopa County Board of Supervisors in 2002 and was reelected 2004. He was elected Chairman of the Board for 2005.

Mr. Wilson and his wife Judith of 43 years, have 4 daughters and eight grandchildren.

Max served four years in the United States Air Force and settled in Maricopa County in 1964. After working at Luke AFB, he established a successful Real Estate career and founded Design Master Homes.

Max is a member of the Arizona Board of Realtors, the Wickenburg, Northwest and Southwest Valley Chambers of Commerce and as a member of the Board for Westmarc. He also serves on the Fighter County Partnership Board and the Arizona Homeland Security Advisory Committee.

He has recently served on:

  • Litchfield Park City Council (Vice-Mayor)
  • State Military Airport Preservation Committee
  • Sun Health/La Loma Board of Directors

Within Maricopa County, he serves on:

  • Greater Phoenix Economic Council Board of Directors
  • Maricopa Association of Governments' (MAG) Transportation Policy Committee
